
The Global Catastrophe Court
Andrew was in his first hour of law school on August 29, 2005, when levee failures drowned his hometown of New Orleans with Hurricane Katrina’s floodwaters. Since then he has worked to innovate structures for catastrophe prevention, response, and recovery. He collaborated with experts from around the world to conceptually design a new cross-sector, global governance system with long-term prospective accountability.
